Windham County Release Records
Connecticut changed the local custody map when it unified county jails and state prisons under the Connecticut Department of Correction in 1968. Windham County therefore has no modern sheriff-run jail roster that serves as a public archive of releases. Brooklyn Correctional Institution is the county's primary correctional facility, but it is a CT DOC state institution. The Danielson courthouse lockup is short-term judicial marshal custody, while the Putnam courthouse is chiefly a court-record source. Each produces a different record trail.
A release means that one custody basis ended. It does not always mean the person is free of every restraint. Bond may return someone to the community while a case remains pending. Parole or special parole moves a person from prison into correctional supervision. Probation comes from a court sentence. A transfer ends custody at one site but continues it at another. Full discharge means the sentence and applicable correctional supervision have ended. That distinction controls where Windham County released inmate records can be found.

How Windham Inmates Leave Custody

Death can also end custody. CT DOC Victim Services lists inmate death among post-conviction notification events. That circumstance requires the DOC and other official vital or investigative records, not a routine release-feed search.
Windham Release Record Fields
No single Windham County record contains every field below. CT DOC detail results are status-specific, and court records describe legal action rather than physical movement. Read the field label and source together. An estimated date is not an actual release, while a special parole end date describes the supervision tail after incarceration.

The official CT DOC search is the first check for people held or supervised by the department. CT DOC states that data is updated daily, may change quickly, and may not show current status. A fully discharged person can cease to appear as an active supervision result. Court and agency records then become more important.
Request Windham Release Records
When the online result is missing or unclear, ask the office that controlled the release. A narrow request helps staff locate the correct record without seeking protected correctional-security material. Include the person's name, date of birth if known, DOC number, facility, and a date range. Ask for the public booking or admission date, actual release or discharge date, release authority, releasing facility, and any public transfer or detainer notation.

- For a court release, ask the clerk for the docket, bond order, disposition, sentence, mittimus, modification, or discharge order.
- For parole records, request the specific decision, rescission, modification, or hearing record from BOPP. Hearing-copy requests may be sent to BOPPFOI@ct.gov.
- Use BOP, ICE, or the arresting police agency when that office, rather than CT DOC, held the relevant record.
Connecticut public-record access rests on Freedom of Information Act Chapter 14. Section 1-210 addresses access and exemptions, while § 1-212 covers copies and fees. Ordinary copy charges depend on the office and record. Certification under § 1-212(e) is $1 for the first page and 50 cents for each additional page. A correctional-security exemption may limit details that could create a safety risk.
Erased Windham Release Records
Public court information does not stay fixed forever. The Judicial Branch says online conviction information is generally displayed for no more than ten years after sentencing unless a shorter rule applies. It may change sooner after an erasure, correction, pardon, or other modification. Youthful offender and juvenile matters are excluded from the public criminal lookup. An empty search can therefore have several meanings and does not prove that custody never occurred.
Clean Slate Connecticut says eligible convictions imposed on or after January 1, 2000 may qualify for automatic erasure, while older eligible convictions require a petition. General Statutes § 54-142a governs erasure after events such as dismissals, not-guilty findings, and qualifying nolles. When a Windham release record appears wrong or has vanished, use the court clerk or the agency that owns the record. A stale third-party copy cannot settle the issue.
Confirm Windham Bond Releases
Bond-out confirmation is unusually court-centered in Windham County. CT DOC Victim Services identifies both “Bond out from a correctional facility” and “Discharge from Court” as CT SAVIN accused-status events. The Judicial Branch offers pending-case searches, daily dockets, conviction searches, and docket-number searches. Together, those systems can explain a recent court release even though no county jail feed exists.
A pending case does not itself prove the person has walked out. Read the latest docket event and bond order, then verify urgent or disputed facts with the court clerk or custody agency. If the person was remanded after arraignment, the trail shifts to CT DOC. If the person left a judicial marshal lockup under a court order, the docket and clerk record remain the durable sources.
Find Windham County Released Inmates
Start by identifying the custody system. Connecticut state custody, courthouse lockup, federal detention, ICE custody, and a local police arrest do not share one database. A person who has left a live custody list must be traced through the record of the event that ended or moved custody.
- Search CT DOC by DOC number. If it is unknown, use last name, first name, and date of birth.
- Open the detail result and read the exact status, location or supervision unit, Estimated Release Date, Special Parole End Date, sentence date, and detainer field when present.
- Search the Connecticut Judicial Branch criminal lookup for a pending case, conviction, daily docket, or docket-number result.
- Check CT SAVIN through VINELink for a reported custody change and register under both Connecticut tabs when both DOC and court notice are needed.
- Use BOP for a federal sentence and ICE ODLS for immigration custody. Use BOPP and Adult Probation when community supervision applies.
- Request the official release, discharge, court, or parole record if online systems do not resolve the question.
The Windham 24-hour release route addresses same-day checks when no published feed exists. For one named person, combine systems rather than treating any single missing result as final.
Windham CT DOC Release Search
CT DOC is central because the state unified its correctional facilities. The search covers people incarcerated with or under the department's supervision. That can include someone in prison and someone living in the community on a DOC status. It does not cover every past Windham County arrest, court-only release, erased case, youthful offender record, or person held for ICE.

The form supports a focused identity check. A detail page, court record, or records request is still needed to tell an estimate from a completed Windham County release.
When Windham Parole Releases Occur
A Connecticut voted-to-parole date is an “on or after” date. The BOPP Parole FAQ explains that release may occur later while conditions, a sponsor, transportation, and the supervision package are put in place. Field staff contact the incarcerated person and sponsor as the date approaches to arrange pickup or transportation. This detail applies to parole, not every bond or sentence-completion release.
The Board may also rescind or modify its decision before release if new information, discipline, or charges arise. Therefore, a favorable vote and date are not physical-release proof. Confirm the current CT DOC status and obtain the BOPP decision record when the sequence is unclear.
Getting Home After Windham Release
Public research found no sheriff shuttle or Brooklyn CI release transport promise. Local travel instead depends on northeast Connecticut transit and private pickup. The Northeastern Connecticut Transit District route page lists service around Brooklyn, Danielson, Putnam, Killingly, and nearby towns. Major points include Downtown Danielson, QVCC, Day Kimball Hospital, Downtown Putnam, and Brooklyn and Putnam retail stops.
WRTD Route 993 links Willimantic and Danielson and connects with NECTD routes at QVCC. Confirm the live schedule before relying on a connection, especially when a release time is uncertain. Parole pickup arrangements are coordinated through the supervision process, while bond and court releases follow their own logistics.
Brooklyn Release Preparation Programs
The official Brooklyn Correctional Institution page describes education, vocational work, business education, computer skills, literacy volunteers, substance-abuse treatment, anger management, and other programming aimed at a successful return to the community. These are programs inside the institution. They are not a promise that every released person received each service or that the same service continues after release.
Brooklyn CI's state role also explains the release channel. A program participant who leaves prison is still confirmed through CT DOC, BOPP when parole applies, the sentencing court, and official records. The facility is not a county sheriff jail that publishes a separate Windham recent-release roster.
Correct Windham Release Information
Property and identification procedures were not documented in a Brooklyn-specific public release page, so they should not be guessed. Record correction does have clear routes. CT DOC owns correctional status and offender-information errors. The court clerk owns docket and disposition corrections. BOPP handles its hearing and decision records, and the arresting police agency handles its arrest documents.
Send the correction to the office that created the disputed field. Cite the exact name, DOC or docket number, event date, and why the official record appears inconsistent. A sentence change, pardon, erasure, or new supervision event can also explain a mismatch between older and current results.
Federal and ICE Windham Releases
Federal custody is separate. The Federal Bureau of Prisons locator covers federal inmates from 1982 forward. BOP explains that a past release date with no listed facility generally means the person left BOP custody on that date, though another supervision or custody system may still apply. Federal pretrial placement and transport are handled through the U.S. Marshals Service, so a BOP result may not explain every federal court hold.
ICE custody must be checked through the Online Detainee Locator System. Search by A-number and country of birth, or by name, birth date, and country of birth. CT DOC expressly excludes people held for ICE from its inmate database. A disappearance from a Connecticut result after a detainer may therefore be a transfer, not a release to the community.
Compare Windham Custody and Release
Use the system that answers the actual question. Current location and historical release are different facts. The comparison below keeps county, state, court, and federal channels separate.

For CT SAVIN, register under OFFENDERS for correctional notices and OFFENDERS WITH COURT CASES for judicial notices when both are needed. Once a sentence fully discharges, notifications may cease unless a later qualifying event returns the person to the system.
Windham County Release Locations
Three Facility Map entries support Windham County release research, though only one is a true correctional institution. Their roles should not be merged.
- Brooklyn Correctional Institution is a Level 3 CT DOC facility. Its releases are checked through CT DOC, BOPP, court, and records channels.
- Superior Court, Geographical Area No. 11 courthouse lockup is short-term judicial marshal custody. Bond and court releases are proved by the docket, order, or clerk record.
- Windham Judicial District Superior Court in Putnam is a court-record source. Its sentence, judgment, modification, and probation records explain the legal custody path.
Brooklyn CI was formerly known as the Windham County Jail. CT DOC reports that the original jail was built in 1820 and served as both town hall and jail. The present dormitory-style facility opened in 1990 and changed from a pretrial Level 4 role to a sentenced Level 3 institution. That history explains the familiar old county-jail search phrase, while the modern record still belongs to CT DOC.
