Find Windham Projected Release Dates

A Windham County projected release date is an estimate tied to the kind of custody and sentence involved. A sentenced state prisoner may have a computed date in the Connecticut corrections system, while a person awaiting trial has no fixed release date because bond and court action control. To search when someone will be released, first identify whether the person is in state, court, federal, or immigration custody. Then read the right official field and its limits. A Windham County projected release date can change before the actual release, and parole eligibility is not the same event as sentence completion.

Windham Projected and Actual Release

The public CT DOC field to look for is Estimated Release Date. It is a calculated date based on the information then held by the agency. It is not a promise that the person will walk out of Brooklyn Correctional Institution, another CT DOC facility, or a community setting on that day. A result may also show Date of Sentence, Special Parole End Date, a detainer notation, and a current location or supervision status. Fields vary by record.

A pretrial detainee stands in a different position. Before a sentence, release may turn on bond, a court discharge, dismissal, a nolle, or a later court order. There may be no Estimated Release Date to find. The Judicial Branch daily docket or pending-case record can show the legal event, while CT SAVIN may issue a bond-out or court-discharge notification. For a sentenced person, CT DOC calculates the custody date, but BOPP separately determines parole eligibility and whether parole is granted.

Scheduled versus actual: An Estimated Release Date, parole eligibility date, and voted-to-parole date are three different milestones. Confirm the completed release with the agency that held the person.

Note: A Special Parole End Date marks the supervision tail and is not the first day outside prison.

Find Windham County Release Dates

Connecticut’s unified correctional system means there is no separate Windham County sheriff jail calculator. Brooklyn CI is run by CT DOC, as are the state’s other correctional institutions and centers. Start with the official CT DOC Inmate Information Search. The service is most useful for a person who remains incarcerated or under DOC supervision. A fully discharged person may no longer appear in an active result.

  1. Classify the custody. Decide whether the person is in CT DOC custody, court lockup, federal prison, ICE custody, or only subject to a local police case.
  2. Search the CT DOC number. Use the inmate number when known. Otherwise search by last name and first name, then add date of birth to narrow the match.
  3. Open the full detail. Read the exact status, location or supervision unit, Date of Sentence, Estimated Release Date, Special Parole End Date, and detainer notation if shown.
  4. Compare the court case. Check the Judicial Branch criminal lookup for sentence, disposition, bond, pending event, or modification. The docket explains court authority but does not calculate all DOC credits.
  5. Check parole separately. Use BOPP eligibility and decision records when parole applies. Do not turn an eligibility date or a favorable vote into a confirmed release date.
  6. Ask for the official record. When the result is missing or stale, contact CT DOC Public Information or the court clerk that owns the relevant record.

The full released-person search and records-request chain appears on the Windham County released inmates home page. That route is useful when the person has already discharged and the live DOC result no longer answers the question.

Windham Release Date Search Fields

A CT DOC detail page should be read as a group of related fields. One field rarely proves both present custody and a future exit. CT DOC warns that the system updates daily, that details may change fast, and that a public result may not reflect current status. Youthful-offender records and people held for ICE are excluded from the database, so an empty result is not proof that no custody exists.

FieldHow to read it
CT DOC numberThe best identifier for matching the correct Connecticut correctional record.
Current location or statusShows the listed facility, unit, or supervision setting at the last public update.
Date of SentenceProvides sentence timing but does not by itself state the release day.
Estimated Release DateThe projected custody-release field when applicable to that result.
Special Parole End DateThe scheduled end of a special-parole term after incarceration.
DetainerSignals another authority may have a claim that affects the next custody step.

If Estimated Release Date reads “Not Applicable,” check the other fields. Research found a public special-parole result where that value appeared while a Special Parole End Date was present. The record’s status can make one date relevant and another unavailable. CT DOC Public Information can clarify an ambiguous field at (860) 692-7780, Monday through Friday from 8:00 a.m. to 4:30 p.m.

Connecticut Release Eligibility Split

Connecticut’s key release-date quirk is the distinction between parole eligibility at 50 percent and 85 percent. BOPP says it may generally consider a person serving a definite sentence of at least two years and one day. For many eligible sentences, consideration follows service of at least 50 percent of the total effective sentence, less jail or Risk Reduction Earned Credits. For an offense involving the use, attempted use, or threatened use of physical force, the person must serve at least 85 percent of the total effective sentence less jail credit before parole.

That split is about eligibility for Board review. It does not set the maximum sentence expiration date and does not guarantee parole. BOPP cites Regs. Conn. State Agencies §§ 54-125a-1 through 54-125a-6 for the designation framework. Board staff apply current law and case facts. Some offenses are not eligible under the general parole route, and individual statutory paths can have additional rules.

The BOPP parole eligibility page is the source for the Windham County computation rules summarized here.

The official page shows why an eligibility estimate must be kept separate from an actual CT DOC release.

Windham Release Credits and RREC

Connecticut uses the term Risk Reduction Earned Credits, or RREC. The credits can affect some sentence or eligibility calculations, but they are not a flat discount for every person. For offenses committed on or after July 1, 2013, BOPP says the parole eligibility date for a person required to serve at least 85 percent is not reduced by RREC. Jail credit remains a separate factor in the published rule.

Older “good time” terms should also be handled with care. BOPP’s parole FAQ notes that forfeiture of previously earned good time is an option only on sentences whose maximum term is reduced by the applicable good-time provisions for crimes committed before 1994. That narrow point does not support saying that each current Windham County inmate gets good time, or that every person serves 85 percent. The offense date, sentence law, designation, and credit history matter.

The Connecticut parole regulations provide the official rule framework shown below.

Windham County projected release regulations for parole eligibility

The regulations guide the eligibility designation, while the CT DOC result remains the source for the person’s public Estimated Release Date.

Use limit: Release-date information supports custody verification, notification, personal knowledge, and court or records work. It is not a consumer report and cannot be used for an FCRA-regulated purpose.

Why Windham Release Dates Change

An Estimated Release Date can move because CT DOC receives new facts or applies a lawful change. A later date does not always mean punishment, and an earlier date does not always mean immediate release. The next event may be parole, special parole, probation, transfer, or discharge. A detainer may also mean that leaving one facility does not end custody.

Database timing adds another source of variance. CT DOC says public information updates daily but may change quickly. A same-day court order may appear in the docket before it reaches a DOC calculation. Conversely, a DOC status can show a custody step that the court lookup was not built to display. Compare the systems instead of forcing one date to serve both tasks.

Note: A transfer date marks movement between custodians and should not be described as a confirmed community release.

Windham Voted-to-Parole Dates

A voted-to-parole date is an “on or after” date. BOPP explains that release can occur later because conditions, sponsor review, transportation, supervision plans, and other case steps must come together. As the date nears, Parole and Community Services field staff contact the inmate and sponsor to arrange pickup or transportation. This process applies to parole releases, not to each court bond or sentence-completion event.

The Board may rescind or modify a grant before release if it receives new information, a disciplinary report, or new charges. It can also deny release with no further consideration or schedule another hearing. A person checking a Windham County projected release should therefore pair the public CT DOC date with the actual BOPP outcome. When the decision document is needed, BOPP accepts hearing-copy requests at BOPPFOI@ct.gov and lists its office at 55 West Main Street, Suite 520, Waterbury, CT 06702.

Windham Federal and ICE Dates

CT DOC does not calculate federal prison release dates. The Federal Bureau of Prisons inmate locator covers federal inmates from 1982 forward and can display a release date. BOP explains that a past release date with no facility listed means the person left BOP custody on that date. It also warns that another supervision or custody system may still apply. Federal release dates can change after sentence recalculation.

ICE uses a separate current-custody path. The ICE Online Detainee Locator System accepts an A-number and country of birth, or a name, country of birth, and birth date. CT DOC states that people held for ICE are not included in its public inmate database. If a detainer results in a transfer, the CT DOC exit is not the same as release to the community. The receiving federal agency must confirm the next status.

Confirm Windham County Release

For a future custody change, register through the Windham County VINELink inmate search. Connecticut’s CT SAVIN system can send notices for bond out, court discharge, community release review or placement, parole hearing dates, and end of sentence. CT DOC says users may need to register under both OFFENDERS and OFFENDERS WITH COURT CASES to receive correctional and Judicial notices. VINELink provides alerts, not a complete archive or a guarantee of the exact door-out time.

When the date is disputed, contact the owner of the record. CT DOC Public Information is at 24 Wolcott Hill Road, Wethersfield, CT 06109, phone (860) 692-7780. For Brooklyn CI procedure questions, the facility is at 59 Hartford Road, Brooklyn, CT 06234, phone (860) 779-4500. Use the court clerk for a sentence or bond order and BOPP for a parole decision. Ask for the specific field, order, or discharge record rather than a broad inmate file.
